In January of 2004 Fort Irwin instituted the Hazardous Substance Reduction Program (HSRP) as a process improvement initiative. The program is aimed at overcoming three key impediments to reaching full efficacy within the compliance program.
These impediments are:
1) Environmental Program funding levels have been reduced to less than 70% of validated class 0 and 1 requirements. As a result, a majority of pollution prevention projects are not adequately resourced. This is unfortunate since Pollution Prevention (P2) initiatives can provide a substantial payback in both monetary and process improvement determinants.
2) Media within Compliance and P2 are directly related yet, have historically been managed independently of one another.
3) Data collection efforts for the different media within compliance are also managed independently of one another and often utilize different software. This makes preparation of large regulatory reports and plans labor intensive and costly.
The HSRP is an innovative approach to overcoming these program shortfalls and is the full embodiment of the Armys foundational premise of compliance through pollution prevention. It builds a framework that supports all compliance media by interconnecting mutually beneficial aspects/elements of each. This interconnectivity then becomes a catalyst for teamwork and efficiency increases across the entire compliance program. Additionally, these benefits cross organizational boundaries and invites participation at all levels of the Fort Irwin community.
